On January 23, at Phu My 3 Specialized Industrial Park, the Provincial Industrial Park Management Board (Biza) in collaboration with JICA Vietnam Office, Ho Chi Minh City Branch, organized a workshop to launch the project on Technical Support for Building Model Industrial Parks/ Smart Industrial Parks with Ecological Orientation and Application of Information Technology in Management and Operation of Industrial Parks In Ba Ria - Vung Tau Province.

Encouraging Responsible Green Investment
Speaking at the opening of the workshop, Mr Le Viet Phuc, Deputy Head of the Provincial Industrial Park Management Board, said that, implementing the program "Initiative for Economic Development Based on the Potential and Advantages of Ba Ria - Vung Tau Province" (abbreviated as the PBEG program), Biza has developed the project "Technical Support for Building Model Industrial Parks/ Smart Industrial Parks with Ecological Orientation and Application of Information Technology in Management in Ba Ria - Vung Tau Province".
The goal is to build sustainable industrial parks based on environmental, social and governance criteria. This is the key to attracting high-quality FDI capital to the province. The project was approved by the Provincial People's Committee in 2021 and funded by the Government of Japan. JICA Vietnam implements the project.

Sharing at the workshop, Mr. Masayuki Karasawa, representative of JICA Vietnam Office, Ho Chi Minh City Branch, said that the Vietnamese Government has set a goal of industrial modernization by 2030 and is encouraging the mobilization of domestic and foreign resources to develop green industries with high added value. Therefore, the project will contribute to increasing production and business capacity, synchronizing socio-economic infrastructure and increasing economic scale, creating a foundation for the next stage of development, meeting the requirements of industrialization, modernization and international economic integration for Ba Ria-Vung Tau province.
“Previously, many countries, including Japan, had to pay high costs for promoting the chemical and heavy industries, including pollution control measures. The project not only aims to avoid such costs but also to improve the brand image of the industrial park and the province in general, and encourage responsible green investment, including in the heavy chemical industry” Mr. Masayuki Karasawa emphasized.
Phu My 3 Specialized Industrial Park was selected
According to Biza, the project will be implemented within 4 years from 2024 to 2027. Phu My 3 Specialized Industrial Park was selected to operate within the project framework. Based on the results achieved, the implementation model will be expanded to the remaining industrial parks in the province.
A representative of JICA said that in the pilot project at Phu My 3 Specialized Industrial Park, JICA asked companies to cooperate in displaying data. JICA will provide the necessary smart meter installation, comprehensive resource management consultancy and public relations support to participate in the project.
Sharing the honor of being selected as a candidate to implement the model industrial park, Mr. Toshio Kazama, Deputy General Director of Thanh Binh - Phu My Joint Stock Company, the investor of Phu My 3 Specialized Industrial Park, hopes that secondary investors will jointly implement the project's contents, especially in the use of solar energy and renewable energy in the production process to meet the criteria for green growth in industry.
At the workshop, secondary investors in Phu My 3 Specialized Industrial Park heard representatives of the Department of Industrial Park Economic Management and the Ministry of Planning and Investment inform about new models in industrial park investment, preferential policies for industrial parks, criteria for building ecological industrial parks, and priority sectors to attract investment. JICA experts also informed about the content of the technical support project from JICA to promote the application of smart technology in the orientation of ecological industrial parks in Ba Ria-Vung Tau province.
